About Eastern Investment Limited

1What the Company Does Eastern Investments Limited is essentially a holding company (a company that mainly owns shares in other companies) rather than an operating business. It sits at the top of a small cluster of legacy government mining companies. In practical terms, EIL is a passive investment / holding company in the NBFC category. It does not manufacture goods or run a large operational business itself. EIL controls two operating subsidiaries:

  • The Orissa Minerals Development Company Ltd (OMDC) — founded in 1918, engaged in mining and production of iron ore and manganese ore. It holds six iron ore and manganese ore mining leases at Barbil, in the Keonjhar district of Odisha. This is the crown-jewel asset of the group. OMDC is itself listed on the Calcutta, National and Bombay stock exchanges.
  • The Bisra Stone Lime Company Ltd (BSLC) — engaged in mining and marketing of limestone and dolomite, with mines at Birmitrapur in the Sundargarh district of Odisha. Its main buyers are SAIL's steel plants. Why RINL (Vizag Steel) bought EIL: RINL acquired 51% of EIL to gain strategic control over OMDC's iron ore assets, aiming to secure captive raw-material supply and reduce the production cost of the Visakhapatnam Steel Plant. Through EIL, OMDC became a subsidiary of RINL.

2Business Model & How It Earns Revenue Because EIL is a holding company, its standalone revenue model is narrow. On a standalone basis, EIL's revenue comes mainly from two sources:

  • Dividend income from its subsidiaries, principally OMDC, when they declare dividends; and
  • Interest income earned on term deposits (parked cash). This makes EIL's standalone earnings lumpy and dependent on subsidiary health. For example, when OMDC and BSLC declared no dividend for FY2019-20 due to their financial position, EIL earned no dividend income from them in the following year. At the consolidated level (combining the subsidiaries), the real economics come from OMDC and BSLC selling mined product:
  • OMDC sells iron ore and manganese ore, largely through e-auctions / tenders (e.g., sale of iron ore lump from its mines via the MSTC platform).
  • BSLC sells limestone and dolomite, chiefly to SAIL steel plants. Investment thesis in one line: EIL is a holding-company proxy for OMDC's mineral reserves. Its intrinsic value is driven by the value of the OMDC (and BSLC) stakes it holds, minus the operational and legal overhang on those mines.

3Underlying asset base (reserves)

  • OMDC mines: estimated ~206 million tonnes of iron ore and ~44 million tonnes of manganese ore.
  • BSLC mines: reserves of roughly ~287 million tonnes of dolomite and ~367 million tonnes of limestone; environment clearance received to raise output to 5.26 MT of dolomite and limestone.

4Funding, Listing & IPO Status

  • EIL listing / IPO: EIL is an unlisted public company. There is no announced IPO for EIL itself. Its shares do change hands in the unlisted / pre-IPO share market (dealers quote an "unlisted share price"), but this is an informal over-the-counter market, not an exchange listing.
  • Listed exposure is via OMDC: The subsidiary OMDC is listed on the Calcutta Stock Exchange (CSE), NSE and BSE. OMDC is a low-float, high-priced scrip — it has only about 6 lakh total shares — which historically made its quoted price very high and volatile. In early February 2026, OMDC traded around the Rs 4,700 level, jumping ~8.6% to an intraday ~Rs 4,749.95 on 3 February 2026. RINL's own disinvestment history (context): The government had approved 100% strategic privatisation of parent RINL and its subsidiaries/JVs back in January-February 2021. That plan was effectively reversed in January 2025, when the Cabinet Committee on Economic Affairs cleared a Rs 11,440 crore revival package for RINL (about Rs 10,300 crore equity infusion plus a Rs 1,140 crore working-capital-loan conversion into preference shares). The official position noted that raw-material security for RINL would be pursued through its subsidiaries — which is where EIL/OMDC fit in.

5Promoters, Ownership & Management Promoter / controlling shareholder: Rashtriya Ispat Nigam Ltd (RINL), which holds 51% of EIL. RINL is 100% owned by the Government of India (Ministry of Steel). So the ultimate promoter is effectively the Government of India. Historic lineage: EIL was one of the "specified companies" of Bird & Company Ltd. Bird & Company came under government control after the Bird & Company Ltd (Acquisition and Transfer of Undertaking and Other Properties) Act, 1980. EIL formally became a PSU with effect from 19 March 2010.

6Recent News & Developments

  • RINL revival package (Jan 2025): The Rs 11,440 crore Cabinet-approved rescue of parent RINL nullified the earlier 100% privatisation resolution and reinforced the plan to use subsidiaries (OMDC via EIL) for raw-material security. This is the single most important macro development for the EIL group.
  • OMDC mining restart: OMDC resumed mining at its Bagiaburu iron mine on 14 December 2023 after a long period of inactivity, and has been running iron ore sale tenders since — the key driver of the group's improved numbers.
  • Mining lease overhang: Historically, lease rights on OMDC's six mines had expired, leaving them inoperative pending statutory clearances. More recent group disclosures indicate the Government of Odisha extended lease validity on OMDC's own three mines (Belkundi, Bagiaburu and Bhadrasahi) to various dates — reported as 15 Aug 2026, 10 Oct 2041 and 30 Sep 2030 respectively — improving visibility on at least part of the portfolio.
  • Odisha mineral-block auctions (FY26-FY27): Odisha has been aggressively auctioning mineral blocks (iron ore among the most sought-after), which shapes the competitive and lease-renewal environment OMDC operates in.

7Bottom Line Eastern Investments Limited is a government-owned holding company whose worth is really a claim on OMDC's iron-ore and manganese reserves (plus BSLC's limestone/dolomite). It does not run mine
